“No person shall use drug paraphernalia to plant, propagate, cultivate, grow, harvest, manufacture, compound, convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled dangerous substance… .”

As a result, anything that helps a person grow, use, sell/transport, or manufacture drugs is potentially drug paraphernalia.  Oklahoma law uses the Uniform Controlled Dangerous Substances Act to decide if something is “drug paraphernalia”.  This can be presence of residue on the item, the placement of the item in relation to actual drugs, and even statements about the object made by the person facing charges.
